How does it work?
All you do is login to the site with your Twitter account. Then just create a league (or as many as you want), add users to that league then past the code where every you want the league to appear.
But there is a fair bit that happens in the background. We update the follower counts 4 times a day for every user that is in a league, this means that it is pretty up-to-date without exhausting Twitters servers. This process does not use up any of your own API calls, with some API calls you are restricted to x number of calls per hour, per user.

Basically it's about competing in a league with other Twitter users - say, friends - to get the most followers. The leagues can then be put on a site using a snippet of JavaScript or you can get an XML feed to create your own customised look and feel. Read more
